Did You Know? You Cut Project Works - Cast Your Vote!

Great News from the Republican Conference. Cong Eric Cantor (R-VA), Minority Whip has delivered the good news in an email today. Looks like this new project started by House Republicans has Obama and the House Democrats scrambling. Now will they also vote for these cuts? Time will tell but we are not going to hold our breath.

Email from Minority Whip Eric Cantor, 6/18/10:

You are making history.

Since we started the YouCut project, House Republicans have taken the policies that you have selected and offered over $100 billion in spending cuts on the House floor for up-or-down votes by your Representatives.

Just yesterday, we voted on the proposal championed by Rep. Jason Chaffetz (R-UT) to sell excess federal government property, which would generate over $15 billion in savings. Click here to see where your Representative stood on this important vote.

With every YouCut vote you cast, you are helping to challenge Washington's culture of spending. Together, we are changing the debate from ways the government can spend more of your money into a debate over different ways to reduce spending. Let me share with you two examples of how you are changing Washington.

After this week's YouCut proposal was unveiled to save $15 billion by selling excess federal property, President Obama announced his own version that would save $3 billion. (It isn't $15 billion, but at least it is a step in the right direction!)

The Majority recently called all of their committee chairmen together and told them they had to start finding ways to save money. A Capitol Hill newspaper cited YouCut as prompting the request!

This is only the beginning. There is much more to do. America must reject the road of unsustainable debt; the stakes have never been higher.

Click here to cast your vote on which item should be brought up for a vote next week.

Regards,

Eric Cantor

House Republicans Launch "America Speaking Out"

UPDATE: The website "America Speaking Out" is now on-line with an intro from Chief Deputy Whip Kevin McCarthy (R-CA) who is in charge of the website. Please visit the website to give your opinions on what agenda items Republicans should concentrate. This is a chance for the American people to be heard by our Representatives in Washington.

________
This new project being announced today by House Republicans is asking Americans to give input into the agenda the Republicans should be pursuing by engaging the American public. This will be similar to the Contract with America with one huge difference -- the American people will have their say. Republicans are fortunate to have the leadership we have in the House led by Congressmen John Boehner (R-OH), Eric Cantor (R-VA), and Mike Pence (R-IN) along with Chief Deputy Whip Kevin McCarthy (R-CA) who is heading America Speaking Out. Added to this group are some of the most articulate members of the House we have ever seen like Steve King (R-IA), Paul Ryan (R-WI), Marsha Blackburn (R-TN), and Michelle Balkman (R-MN) along many other House Republicans who are not afraid to speak out with facts and get their message across to the American people.

We are looking forward to the final document which will be released after Labor Day so the American voter will know what the Republicans agenda will be in the next session of Congress when the Democrats will no longer hold commanding majorities. In fact, we think there is a good chance that the America Speaking Out campaign will form the basis of the agenda of the new leadership in the House.

Time for everyone to express their ideas in a meaningful way not just expressing anger. We believe Republicans, Independents, and a few disgruntled Democrats will come through with some great ideas while we expect some of the Obama Democrats to spam the site when they realize that this idea will work. SEIU will most likely be out in force with trying to take down the site or spam it with outlandish ideas. That's how this group of Democrats have worked for a long time.

GOP plans 'America Speaking Out' event
By Molly K. Hooper - 05/24/10 03:54 PM ET

House GOP leaders have planned a high-profile event at Washington D.C.'s Newseum Tuesday morning to launch the start of their “America Speaking Out” project.

Chief Deputy Whip Kevin McCarthy (R-Calif.) is in charge of the initiative to result in the release of a set of policy items that Republicans would pursue if they won back control of the House in November.

According to officials involved in the effort, "America Speaking Out" will focus on gathering feedback from Americans on what items that lawmakers should be focusing on in the future.

GOP Conference Chairman Mike Pence (Ind.) said on Monday “it’s part of a process of engaging Americans.”

Pence added that the project was not a product of the National Republican Congressional Committee.

“'America Speaking Out' is not a project of the political” campaign arm, Pence said. He refrained from going into further detail.

House Minority Leader John Boehner (R-Ohio) tasked McCarthy with heading the effort to produce a list of policy changes similar to the successful “Contract with America” that Republicans used in 1994 to win control of the House and the Senate.

Boehner and other GOP lawmakers involved in the project have said the final agenda would not be ready until after Labor Day.

This article from the Washington Times gives more details about the project. One thing they have correct is that the American people in large numbers are fed up with the agenda out of the White House and Democrat controlled Congress. That is probably the understatement of the year. This President and his Administration along with his followers in the House and Senate are taking this Country in a far left direction when the vast majority of Americans are center right.

It is time on November 2nd, 2010, to send a message to the socialist leaning Democrats that this Country is not going any farther left and will be brought back to the center leaning right which is what the majority of Americans want. When Obama ran on Hope and Change a good portion of his supporters did not expect him to lunge far left as they believed his rhetoric that he would govern more from the middle. Obvious that he didn't mean what he said on the campaign trail -- it was smoke and mirrors because from day one he set out to move America to socialism.

GOP begins seeking ideas from public
Cites voter frustration

By Sean Lengell

America, House Republicans want your help.

In an effort to shed its image as a "party of no" with few original ideas to challenge the Democrat-controlled Congress and White House, House Republicans on Tuesday will begin a campaign to ask the general public for input in drafting their next agenda.

The nationwide "America Speaking Out" campaign seeks to capitalize on growing voter frustration of the Obama administration and the Democratic Congress. Organizers say they welcome ideas from all voters, regardless of party affiliation.

"American Speaking Out is an effort to open the back rooms and closed doors that have defined Congress and allow Americans to be a part of drafting a governing agenda from the start," the outline says.

"Congressional Republicans have offered positive alternatives to the misguided policies pursued by Washington Democrats. But we recognize the American people are in charge, and constructing a governing agenda must begin with the people."

The campaign will solicit public input via an online forum at AmericaSpeakingOut.com,and town hall meetings, according to an outline obtained from a senior House Republican aide.

"We expect it will generate a great deal of interest, a great deal of participation around the country," said House Republican Conference Chairman Mike Pence of Indiana. Mr. Pence, a project organizer, declined to discuss details until the campaign is officially unveiled at the Newseum in Washington.

Boehner: I'm Doing Everything I Can to Prevent this Govt Takeover of Health Care from Becoming Law

Representative Boehner and House Republicans have been leading this fight against the takeover of healthcare by the Obama Administration for over a year. Republicans are still fighting this every step of the way in the Housoe and Senate. The new idea to pass this Obamacare/Senate bill without voting by using the Unconstitutional 'Slaughter Rule' is going to land House Members in the cross hairs of the SCOTUS before it is done. Democrats trying to pass the Senate bill without voting is the biggest slap in the face at the American people yet from Obama and the leadership of the Democrats in the House and Senate.

Are the Democrats too scared to go on record that they are voting for this bill? Since they want to just say the bill has passed by voting for the 'Slaughter Rule' then Republicans can assume that all Democrats are voting YES on the bill and oust them all for voting for Pelosi for Speaker that cares not one bit about the Constitution or the will of the American people!

We support Mark Levin, radio show host, in his call for Louise Slaughter to be removed from the House for coming up with this Rule which is clearly Unconstitutional.

House Republicans' Earmark Moratorium Receives Positive Coverage

The Republicans in the House understand just how important it is to the American people that earmarks be halted. Enough money is being wasted by this Administration that earmarks are the last thing that is needed. Cong Mike Pence who heads the Republican Conference may be the best Conference Chairman the Republicans have had. He continually keeps us informed on what they are doing to represent us, the taxpayers. If you would like to be on his email list for the Conference, please sign up at GOP.gov.

House Republicans' Earmark Moratorium Receives Positive Coverage

The Washington Times: "In a move to break with the GOP's big-spending past, House Republicans voted Thursday to ban their members this year from requesting earmarks, the pork-barrel spending that directs money to pet projects in home districts. The Republicans, who passed the moratorium by voice vote in a closed-door meeting, said they have now put pressure on the rest of Congress - Republicans in the Senate, and Democrats in both chambers - to follow their lead." (March 12, 2010)

The Washington Post: "Upping the ante in the battle over which party can be toughest on special interests, House Republicans Thursday announced their entire 178-member conference would not seek any congressional earmarks this year, denouncing all of the line-item expenditures as wasteful and corrupting." (March 11, 2010)

UPI: "In a bold political move, House Republicans Thursday said all 178 members would not seek any congressional earmarks this year. Saying the earmark process symbolized "a broken Washington," House Minority Leader John Boehner of Ohio said the Republican strategy was a demonstration of fiscal restraint, even if it doesn't result in an actual reduction in federal spending, The Washington Post reported." (March 11, 2010)

FreedomWorks Letter to Conference Members: "A moratorium on earmarks demonstrates a commitment to smaller government and less waste. On the heels of recent Wall Street bailouts and unprecedented stimulus spending, taxpayers are wary of the excesses of government. With an estimated deficit of $1.5 trillion in Fiscal Year 2010, Americans cannot afford business-as-usual in Washington. Taxpayers want less government and responsible government. Supporting a moratorium on earmarks is a first and important step towards that goal." (March 10, 2010)

National Public Radio : "On Thursday, House Republicans announced what they called a unilateral moratorium on all earmarks. It was an attempt to raise the ante after the House's Democratic leadership announced Wednesday a ban on all earmarks to for-profit corporations. Again, this was an attempt to outdo Democrats who only banned earmarks that would go to for-profit companies. It was also part of Republicans' continued effort to once again be perceived as the party of fiscal restraint." (March 11, 2010)

Town Hall: "It's rare, but sometimes petty politics can mean progress. That was certainly the case this week with the earmark war between Republican and Democrats in the House. After Democrats initiated a moratorium on earmarks from for-profit companies, Republicans one-upped them with a ban on all earmarks." (March 12, 2010)

The Riverside Press-Enterprise: "A day after House Democrats announced a ban on certain federal earmarks, their GOP counterparts went a step further Thursday and voted to stop the spending practice altogether. Republican members of Inland Southern California's House delegation, which has used earmarks to steer vast sums of money to the region, quickly embraced the plan to impose a yearlong earmark freeze and vowed to fix the system if voters return them to power in November." (March 11, 2010)

Minneapolis Post: "One day after House Democrats proposed banning earmarks to for-profit companies, House Republicans upped the ante by self-imposing a one-year moratorium on appropriations earmarks, a move one local analyst called a "strategic calculation" that they'll pick up enough political goodwill to offset the complaints from local leaders back home who were hoping for that money." (March 12, 2010)

Citizens Against Government Waste - "Open Letter to Members of Congress: House Speaker Nancy Pelosi (D-Calif.) recently suggested a year-long ban on earmarks, an idea that can and should be embraced by members on both sides of the aisle. On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support an immediate moratorium on earmarks. An earmark moratorium would help end Congress's addiction to pork-barreling. The earmark ban will give members of Congress time to reform the process, devote more effort to critical issues, and save taxpayers billions of dollars that would otherwise be squandered on frivolous projects." (March 10, 2010)

Americans for Tax Reform Letter to Conference Members: "Taxpayers have become increasingly frustrated with the Congressional practice of earmarking. The process lacks transparency and accountability and the results are often frivolous and wasteful. While overall spending levels and a lack of general spending discipline continue to be the main problem, earmarks have become emblematic of what taxpayers perceive as the problem in Washington, DC." (March 10, 2010)

The St. Petersburg Times: "In a rapid display of gamesmanship, House Republicans vowed Thursday to ban all budget earmarks, a day after Democrats said they would not award them to for-profit companies. The move reflects growing public concern over government spending and follows recent ethics investigations into ‘pay-to-play' connections between lawmakers, special interests and political contributions. ‘Earmarks have become emblematic of everything that is wrong with spending here in Washington, D.C.,' said Rep. Mike Pence of Indiana, chairman of the Republican Conference." (March 11, 2010)

The Christian Science Monitor: "On Wednesday, top Democrats on the House Appropriations Committee announced a ban on corporate earmarks. The move, backed by Speaker Nancy Pelosi, bans provisions that direct spending to for-profit entities, especially those dealing with the Pentagon. In a bid to trump that move, House Republicans on Thursday announced a unilateral, one-year ban on all earmarks. "The American people see this earmark process as an example of a broken Washington," said Republican leader John Boehner, after a caucus meeting on Thursday. "We're not going to get to a cleaned-up process until we break from the past, and I do believe that this earmark ban that our members agreed to today is a big step in the right direction," he added." (March 11, 2010)

Talking Points Memo: "Government watchdog groups who draw a link between corruption and the special project budget requests known as earmarks say Congress "must do more." House Democrats announced yesterday a ban on directing budget funds to for-profit companies. House Republicans followed up with a decision they wouldn't request any earmarks at all, for one year." (March 11, 2010)

Politico: "Earmarks are back. Democrats and Republicans are suddenly in a race to see who can make the bigger move on banning them. House Democrats voted yesterday to ban earmarks to private companies. House Republicans passed an across-the-board ban for their caucus today." (March 11, 2010)

The Wall Street Journal: Editorial Board: "ObamaCare At Ramming Speed"

This was sent in an email from Cong Mike Pence who is Chairman of the House Republican Conference. Leadership in the House has been doing an excellent job of keeping Americans apprised of what the Democrats are doing. Looks to us like the Obama version is the WORST of all the bills.

When you are surrounded by the Chicago Mafia like Obama is in the White House, chances are he is being told how wonderful he is and how the Republicans will go along with his new plan because they cannot resist his personality. The Republican leadership in the House is being misjudged -- Obama and his Chicago Mafia are going to find that out on Thursday when he tries to ram this monstrosity through and get Republicans on board which will never happen.

The Wall Street Journal: Editorial Board: "ObamaCare At Ramming Speed"

A mere three days before President Obama's supposedly bipartisan health-care summit, the White House yesterday released a new blueprint that Democrats say they will ram through Congress with or without Republican support. So after election defeats in Virginia, New Jersey and even Massachusetts, and amid overwhelming public opposition, Democrats have decided to give the voters what they don't want anyway.

Ah, the glory of "progressive" governance and democratic consent.

"The President's Proposal," as the 11-page White House document is headlined, is in one sense a notable achievement: It manages to take the worst of both the House and Senate bills and combine them into something more destructive. It includes more taxes, more subsidies and even less cost control than the Senate bill. And it purports to fix the special-interest favors in the Senate bill not by eliminating them-but by expanding them to everyone.

The bill's one new inspiration is a powerful federal board that would regulate premiums in the individual insurance market. In all 50 states, insurers are already required to justify premium increases to insurance commissioners, who generally have the power to give a regulatory go-ahead, or not. But their primary concern is actuarial soundness and capital standards, making sure that companies have enough cash to pay claims.

The White House wants to create another layer of review that will be able to reject any rate increase that is "unreasonable or unjustified." Any insurer deemed guilty of such an infraction by this new bureaucracy "must lower premiums, provide rebates, or take other actions to make premiums affordable." In other words, de facto price controls.

Insurance premiums are rising too fast; therefore, premium increases should be illegal. Q.E.D. The result of this rate-setting board will be less competition in the individual market, as insurers flee expensive states or regions, or even a cascade of bankruptcies if premiums are frozen and the cost of the care they are expected to cover continues to rise. For all the Dickensian outrage about profiteering by WellPoint and other companies, insurance is a low-margin business even for health care, and at least 85 cents of the average premium dollar, usually more, is devoted to actual health services.

Price controls are always the first resort of national health care-i.e., Medicare's administered prices for doctors and hospitals. This new White House gambit is merely a preview of ObamaCare's inevitable planned medical economy, which will reduce choice and quality.

The coercive flavor that animates this exercise is best captured in the section that purports to accept the Senate's "grandfather clause" allowing people who like their current health plan to keep it. Except that "The President's Proposal adds certain consumer protections to these 'grandfathered' plans. Within months of legislation being enacted, it requires plans . . . prohibits . . . mandates . . . requires . . . the President's Proposal adds new protections that prohibit . . . ban . . . and prohibit . . . The President's Proposal requires . . ." After all of these dictates, no "grandfathered" plan will exist.

Meanwhile, the new White House plan further vitiates the remnants of cost-control that remained in the House and Senate bills. Now the highly vaunted excise tax on high-cost insurance plans won't kick in until 2018, whereas it would have started in 2013 in the Senate bill, and this tax will only apply to coverage that costs more than $27,500.

Very few plans ever reach that threshold, and sure enough, this is the same $60 billion deal the White House cut in December with union leaders who have negotiated very costly benefits. Now it is extended to all to avoid the taint of political favoritism.

While the White House claims to eliminate the "Cornhusker Kickback," the Medicaid bribe that bought Nebraska Senator Ben Nelson's vote, political appearances are deceiving. As with the union payoff, what the White House really does is broaden the same to all states, with all new Medicaid spending through 2017 and 90% after 2020 transferred to the federal balance sheet. Governors will love this ruse, but national taxpayers will pay more.
And more again, because the White House has adopted the House's firehose insurance subsidies. People earning up to 400% of the poverty line-or about $96,000 for a family of four in 2016-will qualify for government help, and, naturally, this new entitlement is designed to expand over time.

The Administration also claims to have discarded the House's 5.4-percentage-point surtax on joint-filers earning more than $1 million a year, but it sneaks it back in by expanding the Senate's expansion of the 2.9% Medicare payroll tax to joint income about $250,000. The White House would now apply that tax for the first time to income from "interest, dividends, annuities, royalties and rents," details to come.
***
The larger political message of this new proposal is that Mr. Obama and Democrats have no intention of compromising on an incremental reform, or of listening to Republican, or any other, ideas on health care. They want what they want, and they're going to play by Chicago Rules and try to dragoon it into law on a narrow partisan vote via Congressional rules that have never been used for such a major change in national policy. If you want to know why Democratic Washington is "ungovernable," this is it.
